a cop and a thief stranded inside a restricted area of the city where
the law doesn't exist and anarchy rules. Gambling, prostitution and drug-dealing
run rampant; the entire dark area is controlled by deadly, bloodthirsty
gangs. Crow and his renegade band capture the two outsiders and plan to
use them in a perverse game of control.
