The story opens as a group of delinquents stalk and rape a young woman in the ruins of an old building, followed by that same woman being sacrificed and her heart ripped out of her chest. The police are convinced this was the work of a Satanic Cult. "Our youth is turning to devil worship and worse," laments the precinct detective as he heads a squad that attempt to put a stop to the violence. But the real hero is a man - recently released from prison - who gets involved in fighting these Cultist with a friend and a female singer. All this builds to a brutally violent confrontation.

The film is credited to Yuen Ching Lee but thought to be a pseudonym. Some sources suggest this is an early project directed by (Sam) Ho Shu-Pui who would make two similar movies PROSTITUTE KILLER and CONSPIRACY a decade later.
