School teacher Ichikawa - sometimes known as "Zebraman," suddenly awakes 15 years later in 2025. Tokyo has been renamed Zebra City, a crime-free megalopolis under the control of the Zebra Police (marauding squads with license to eliminate potential criminals during a 5 minute 'Zebra Time' every morning and evening). Ichikawa is mistakenly captured during Zebra Time and taken to the White Horse House where his black and white stripes are separated causing a new evil female to emerge from the black stripe grafts.
