The film opens in Hiroshima, just after the Bombing. The city is in chaos. A young thug, Masazo (Sugawara), takes advantage of the hysteria and begins looting. In the confusion, he kills a storeowner. Masazo is arrested and sent to prison where he meets a jailed gangster boss, the head of the Doi family, who takes the hoodlum under his wing. But Masazo knows no loyalty. When a rival gang bails him out of jail, he eagerly joins with them. Eventually the two Yakuza clans meet in an all-out war.
