Young high school delinquents - armed with razor sharp YoYos - are recruited by a special undercover police unit. The girls investigate a powerhungry fanatic who has taken over a juvenile detention center. Through brutal training and mind altering experiments, he is grooming his prisoners for a political insurrection. The Deka girls attempt to break into the fortress and stop the mayhem.
